A brochure is not the project’s regulatory record

An off-plan purchase involves a property that is not yet ready to inspect as a completed home. That makes the identity and documentation of the project particularly important. Before treating a marketing presentation as a transaction file, connect the developer, registered project, proposed unit, contract and payment destination. The chain should be understandable without relying on verbal reassurance.

This guide focuses on Dubai’s official verification tools and the preparation of a coherent evidence file. It complements investment due diligence rather than replacing it. A project can have identifiable official records and still be unsuitable for a buyer’s budget, holding period or risk tolerance. Conversely, an appealing location and payment plan do not resolve missing regulatory or contractual information.

Start with the registered project identity

Ask for the project’s exact name, number, developer identity and the unit information used in the proposed documents. Marketing names can be similar, and a broad master-community name may not identify the particular development or phase. Establish which record you are checking before interpreting a completion figure or payment instruction.

DLD’s Project Status Enquiry describes searches using the land number, project number or project name to view project information and completion details. [1] Enter the identifier through the official service rather than accepting a cropped screenshot as the entire check. Record the search date and reference. If the search and the sales documents appear to concern different phases, stop the comparison and resolve the identity first.

Check status and completion without inventing a guarantee

A reported completion percentage can help establish what the official system records at the time of the check. It does not explain every construction dependency or guarantee the date on which a buyer can occupy a unit. Compare the official information with the contract’s delivery provisions, any current written update and the buyer’s own timetable.

DLD identifies Dubai REST as a route to off-plan project information, including completion progress and escrow-account details. [2] Ask for clarification where the information is missing or inconsistent. Do not fill a gap with the most favourable assumption. If your relocation, school admission or rental-income plan depends on a specific handover date, consider the effect of delay independently of the developer’s marketing schedule.

Understand the role of the project escrow account

DLD’s FAQ describes an off-plan project escrow account as the account receiving purchasers’ payments and relevant project financing, with disbursement subject to the applicable framework. [3] The practical buyer question is whether the payment instruction is correctly connected to the actual project and transaction—not simply whether the word escrow appears somewhere on a document.

Verify the account details through official information and an independently confirmed channel. Ask who the beneficiary is, which project the account relates to and how the proposed payment is described in the contract. An intermediary’s general operating account or a personal account should not be accepted as equivalent merely because someone says it is convenient. Where reservation or other fees have a different stated treatment, obtain a clear written explanation and appropriate advice rather than assuming every payment has identical rules.

Reconcile the advertisement with the underlying file

Check that the advertised unit, price, area, payment schedule and material features match what is actually being offered for signature. A promotional image can illustrate a concept without proving a contractual entitlement to a specific view or finish. Ask which document governs the representation when there is a difference between the presentation and the sale agreement.

Dubai’s Madmoun system provides a QR code associated with a real estate advertising permit so customers can verify authorised advertisement details. [4] This is useful as an advertising check. It should sit beside project, contract and payment checks, not substitute for them. A valid advertisement is not a legal opinion about the whole transaction or a promise of investment performance.

Read the contract as a set of obligations

Identify the legal parties, property description, purchase price, instalments, payment triggers, completion provisions and the treatment of changes or default. Ask how registration and the buyer’s evidence of it will be handled. Keep a record of agreed clarifications and obtain specialist review where the consequences are material or unfamiliar.

Avoid importing cancellation rights, penalty rules or refund expectations from another country or a different type of Dubai transaction. The outcome can depend on the applicable law, contract, project position and facts. This article does not supply a universal refund formula. The preparation discipline is to identify the question before payment and have the relevant document or qualified advice answer it.

Treat a change of payment details as a fresh verification event

A previously checked project file does not validate every future instruction. When bank details, payment timing or the receiving entity change, repeat the relevant checks using a trusted channel reached independently. Preserve the original message, the revised instruction and the explanation. The purpose is to prevent a change in one part of the chain from bypassing the rest of the verification.

Keep payment evidence matched to the contract and unit. Record the date, amount, reference and receipt, and reconcile the balance after each instalment. If there is a discrepancy, raise it promptly through documented communication. A well-maintained record helps identify mistakes and support an enquiry; it does not guarantee that a later dispute will be resolved in the buyer’s favour.

Build a file that remains useful after the reservation

Maintain the signed documents, unit and project identifiers, official checks, payment records, progress updates and correspondence in one organised folder. Separate an official system result from a broker explanation and a developer forecast. Each can be relevant, but each has a different evidentiary role. Label the source and date so an old update is not mistaken for today’s position.

Schedule further checks around material milestones, new payment requests and changes affecting your plans. If concerns arise, identify the appropriate DLD service and obtain advice about your specific rights and obligations. Do not stop complying with a contract solely because an online discussion describes another buyer’s experience. A defensible response begins with the actual file and the applicable process.

The regulatory check and the investment check must both pass

After verifying the documents, return to the economics. Can you carry the instalments without relying on an early resale? What happens if completion is later, rent is lower or ownership costs are higher than expected? A regulatory record cannot supply the cash required to meet a payment schedule or repair an unsuitable purchase decision.
