A rental disagreement often starts as a practical problem: a payment is disputed, a repair remains unresolved, a handover produces an unexpected demand or the parties disagree about what a contract requires. Once communication breaks down, the task changes. The person seeking a formal remedy needs to explain the tenancy, the disputed event, the relief requested and the documents supporting that request.

This guide concerns Sharjah's published rental-dispute services. It is not a general rental-selection guide and does not import Dubai's Ejari procedures or Dubai Rental Disputes Center deadlines. Different emirates have different administrative and judicial arrangements. The appropriate Sharjah route, current fee assessment and case-specific deadlines should be confirmed with the responsible authority before filing.

Identify the question before choosing a procedure

Write one sentence describing what remains unresolved. For example: the parties disagree about whether a stated payment was credited, or a tenant seeks a decision about an identified contractual obligation. These are illustrations of issue definition, not conclusions that a particular claim will succeed.

Then distinguish the outcome wanted from the facts supporting it. A request for money should identify the amount and calculation. A request involving an action should identify what action is sought and why the applicant says it is required. A list of everything that went wrong can obscure the particular dispute that a decision-maker is being asked to resolve.

Also identify the parties correctly. A person who collects rent or arranges maintenance may have a different role from the owner, contracting landlord or authorised representative. The documents should explain that relationship rather than assume that every person in a message thread has the same legal status.

The published Sharjah filing service

Sharjah Municipality's service directory lists rental-dispute settlement and an application to register a rental lawsuit. Its stated documents include a claim statement, title deed and map, a valid or certified lease, identity evidence and an appropriately certified agency document where representation is involved. The directory states that the applicant must be the person concerned or their legal representative and that documents and fees must be available. [1]

The service page's wording concerning an unavailable lease should not be read as permission to invent a substitute. If the tenancy documentation is missing or disputed, ask the authority what evidence and procedure apply to that situation. A case involving the existence of a tenancy may require different preparation from a simple calculation disagreement under an undisputed contract.

Assemble a tenancy chronology

Start with the relationship: the agreement, property description, relevant contract periods and the parties. Add the events that matter to the claim in date order. For each event, identify its supporting document and whether the other party disputes it.

A practical chronology might include the agreement, payment due date, payment made, acknowledgement, first notice of a discrepancy and subsequent response. This structure prevents an emotional narrative from being mistaken for proof of each event. It also exposes gaps while there is still time to locate records.

Keep contemporaneous communications in their original sequence where possible. A single cropped screenshot can omit the message to which someone was responding. Preserve the complete exchange and make a shorter labelled extract for navigation, without altering the underlying record.

Turn a money dispute into a reconciliation

For a financial disagreement, create a calculation that another person can reproduce. Use the contractual figure, each payment claimed, the period it concerns and the balance remaining. Link entries to bank records, receipts or other relevant evidence. Label any assumption explicitly.

Entry Purpose Supporting material to locate
Contract amount Establish the starting obligation asserted Relevant agreement and period
Payment Show the amount and date actually transferred Receipt, transfer record or cheque evidence
Allocation Explain which obligation the payment addressed Acknowledgement or consistent ledger record
Disputed balance Identify the exact remaining disagreement Reconciliation and the other party's response

The table is an organisational tool, not a statement about what a court will accept in a particular case. If a payment was returned, reversed, partly allocated or made by another person, explain the event rather than conceal it in a net total.

A hypothetical deposit disagreement

Suppose the parties agree that a deposit was paid but disagree about deductions at handover. This example does not establish a universal deposit-return deadline or a legal entitlement to any particular deduction. The useful file distinguishes the initial condition, the final condition, the contractual provisions relied on and the calculation claimed.

Photographs should be dated and connected to identifiable parts of the property. A close-up without context may not explain the item or its condition. Retain the handover record, inspection correspondence and any estimates or invoices relied on. Identify who made the assessment and what work the figure concerns.

If the parties exchange a proposed settlement, keep the wording and any acceptance or rejection. Do not present an unaccepted offer as a binding agreement. Where a settlement was actually reached, seek appropriate guidance before bringing a later claim that ignores it.

Budget for the published fee, then obtain an actual assessment

The municipality's current service directory states a registration fee of 2 per cent of the contract value, with a minimum of AED500 and maximum of AED10,000. It additionally lists AED10 for scientific research and AED10.50 collection charges. These are the published service components reviewed on 2 November 2026, not a complete quotation for every dispute or later procedural stage. [1]

For illustration only, 2 per cent of an AED40,000 contract is AED800 before the listed additions. The arithmetic does not decide which contract value or period the authority will use in an actual case. Nor does it cover translation, representation or any other service that a particular applicant may need.

Ask for the fee assessment relevant to the application and retain the payment receipt. If the dispute concerns more than one period, multiple requests or a different procedural service, confirm how the charge is determined rather than extrapolate from a simple example.

Follow the case after registration

The municipality's English Rent Regulation Department booklet describes checking documents, receiving the completed forms, payment of the stipulated fee, registration with a serial number, scheduling consideration and notifying the parties. [2] A registered application is therefore an important milestone, not proof that the substantive dispute has already been decided.

Keep the case reference and all subsequent notices together. Confirm how the next date or request will be communicated and who is responsible for monitoring it. If represented, agree how the applicant will receive copies and instructions. A missed handover between a representative and a client can create avoidable uncertainty even where the underlying file is sound.

Bring the version of the evidence actually submitted and a clear index to any appointment or hearing preparation. If new evidence arises, ask how it should be provided through the applicable procedure. Do not assume that sending a document to another party also places it on the official case record.

Urgent applications are a separate procedural question

The municipality also publishes a distinct urgent-request service describing a request to a dispute or execution judge for a timely decision and implementation. Its listed supporting material includes the urgent request and documents supporting it where available. [3] This is different from assuming every ordinary rental complaint will receive an immediate final determination.

If circumstances appear to require urgent action, describe the specific issue and ask which service and evidence are appropriate. This article does not identify every circumstance in which urgency will be accepted, and it does not invent an appeal or enforcement deadline. Those matters require the relevant current service information and the actual decision or notice.

Questions that prevent procedural mistakes

Can I use Dubai instructions because they are easier to find?

Do not use a Dubai service page to establish a Sharjah filing deadline, document rule or fee. It may describe a different institution and procedure. Use Sharjah's own responsible channels for the property and dispute concerned, and confirm whether the service applies to the property's actual location and tenancy arrangement.

What if my documents contradict each other?

Record the contradiction openly and obtain clarification. A different property description, party name or amount can be central to the dispute. It is better to identify why the records differ than to select only the document that appears most helpful and leave the rest unexplained.

What should I prepare before seeking professional help?

Prepare the agreement, party details, concise chronology, calculation, relevant communications and the outcome requested. Identify any imminent date on a notice. A clear file allows a professional to assess the actual problem rather than spend the first consultation discovering which transaction or property the dispute concerns. Good preparation supports a reasoned next step; the formal process determines the result.
