A tax invoice is an important document, but it is not a complete explanation of a purchase. A business also needs to establish who supplied what, whether the transaction belongs to its business activity and how the amount reached the return. An attractive invoice template cannot repair a transaction that the underlying evidence does not support.
This guide is for businesses organising purchase checks before input-tax recovery. An Ajman company is used as regional context, while the VAT framework discussed is federal. It is distinct from registration thresholds, corporate-tax retention and electronic-invoicing implementation. Sources were checked on 4 November 2026.
Start with the transaction rather than the VAT box
Create a short description of the purchase in ordinary business language: the goods or service, supplier, recipient, commercial purpose, delivery or performance and amount. If the purchasing team cannot describe the transaction clearly, the accounts team should not be expected to resolve it by selecting a tax code.

The first distinction is between a payment record and evidence of the supply. A transfer shows money moving; it does not establish every fact about what was supplied. A quotation shows a proposed arrangement; it does not prove that the final service or delivery occurred. Keep those records connected without treating them as interchangeable.
This preparation makes a later tax review more efficient. Instead of asking whether a document looks official, the reviewer can ask whether the document agrees with the commercial event and whether the relevant recovery conditions have been examined.
Check the required invoice particulars
The current executive regulation's Article 59 identifies full-invoice particulars including the tax-invoice designation, supplier identity and TRN, recipient information where applicable, unique invoice identification, issue and supply dates, description, pricing, discounts and VAT information in AED. It also recognises simplified invoices in specified cases, including a registered recipient where consideration does not exceed AED10,000, subject to the stated exclusions.[1]
Do not demand an identical format from every supplier without identifying which invoice rule applies. Equally, do not accept a missing field merely because a document is called a receipt. Ask the supplier for the correct document or a clear explanation of the applicable exception.

The FTA's invoice guide distinguishes simplified and full documents and explains that simplified treatment does not remove the obligation to issue and deliver the required invoice.[2] A business should therefore have a process for requesting corrections rather than accepting an offer to produce proper documentation only if somebody later asks.
Verify identity without confusing a TRN with the whole assessment
The FTA website provides a TRN-verification facility.[3] Use it through the official site, match the result with the supplier's legal identity and keep a record of the check. A result should prompt reconciliation if the invoice carries a different entity name.
A correct TRN is not a universal certificate that every transaction with that supplier is genuine or recoverable. The identity, supply and tax treatment remain separate questions. A third-party payment instruction or a changed bank account requires its own explanation even where the printed registration number matches.
For an established supplier, decide how the business will detect material changes. Accounts should not be the only team expected to notice that a trading name, legal entity or delivery arrangement has changed. Purchasing, contract management and finance need a shared way of raising the issue before the return is prepared.

Apply the current supplier-integrity framework
FTA Decision No.13 of 2026 took effect on 1 October 2026. It addresses supplier identity, business location, risk indicators, the commercial substance and payment arrangements of supplies, and documentation of verification. It also contains specific bank-confirmation and review requirements where supplier value exceeds AED375,000 over the previous twelve months or is expected to exceed it over the next twelve.[4]
The decision permits an exception for supplies below AED10,000 excluding VAT, but removes it where the supplier aggregate exceeds AED100,000 over the previous twelve months or is expected to exceed that amount over the next twelve. A single small invoice should therefore not be assessed without the wider supplier relationship. The detailed conditions and documented-policy requirements need to be read in the decision itself.[4]
Operationally, make the threshold assessment visible. Someone should own the supplier history, someone should review the relevant evidence and someone should approve unresolved exceptions. An unassigned responsibility tends to become a last-minute assumption at filing time.
Build a purchase-to-return reconciliation
A practical file should allow another reviewer to move from the transaction to the VAT entry without asking the original purchaser to reconstruct everything from memory.
| Record | Question it should answer | Typical discrepancy |
|---|---|---|
| Order or agreement | What was the business buying? | Invoice description differs from agreed scope |
| Delivery or performance evidence | What was actually received? | Full invoice issued before an unresolved delivery |
| Tax invoice | Who supplied what, when and for which amount? | Wrong legal name, duplicated number or unclear VAT |
| Supplier review | What identity and integrity checks were required? | Small invoice considered without annual aggregate |
| Payment record | How was the obligation settled or arranged? | Unexplained third-party account |
| Tax review | Which recovery treatment and period were adopted? | Tax code entered without a documented conclusion |
The table is an editorial workflow, not a substitute for the legislation's complete conditions. Add the records appropriate to the actual transaction rather than building a standard folder that is large but uninformative.
Use worked arithmetic to expose document differences
Imagine a hypothetical Ajman business buying equipment with a stated net price of AED20,000 and VAT of AED1,000. The invoice total is AED21,000. The reviewer should reconcile those figures with the order, received equipment and payment record, then assess the applicable recovery conditions. The arithmetic alone does not establish entitlement to deduct AED1,000.
Now imagine a second invoice with the same number but a changed net price. Do not enter both while waiting for the supplier to explain. Establish whether the second document replaces the first, relates to another supply or requires a different corrective document. Record the explanation and the accounting treatment.
A useful control is to make duplicated identifiers and inconsistent totals visible before posting. That is easier than discovering after submission that two teams entered different versions of the same purchase. The goal is an accurate trail, not the automatic rejection of every corrected document.
Keep domestic invoices and imports separate
Imported goods can involve documentary and VAT-accounting rules that differ from an ordinary local purchase. The FTA's 2026 clarification VATP045 expressly limits its discussion to concerned goods imported on or before 31 December 2025. It explains that, from 1 January 2026, taxable persons are no longer required to issue tax invoices to themselves when importing concerned goods.[5]
Do not apply an older self-invoicing instruction to a later import simply because the guide appears in a current search result. Identify the import date, transaction type and current supporting-document requirement. A publication date and the period a clarification addresses are different facts.
Keep customs, overseas-supplier and tax-accounting evidence together, and obtain advice on the actual import arrangement where necessary. A domestic invoice checklist should not be used as a reason to discard the records that explain an import.
Resolve exceptions before they become a filing assumption
A disputed amount, missing invoice detail or unexplained supplier change should have an owner and a target resolution date. Describe the exact gap and the information needed. “Please confirm the legal supplier and issue the correct invoice” is more actionable than an internal note saying that VAT is pending.
If the issue affects a filing decision, escalate it to the person responsible for the return. This guide does not prescribe a universal recovery period or correction route for every unresolved case. The legal conditions, payment position and actual records need to be assessed together.
Questions purchasing and finance should settle
Does a valid TRN guarantee input-tax recovery?
No. It helps verify registration identity. The transaction, required documentation, integrity checks and applicable recovery conditions still need examination.
Is the AED10,000 simplified-invoice rule the same as the integrity-check exception?
No. They arise in different provisions and have different wording and conditions. Do not transfer a conclusion from one test to the other without reading both.
What is the best control to introduce first?
Connect each VAT entry to an identifiable purchase, supplier and reviewer. A small business can begin with a clear reconciliation schedule and then expand the controls around its actual risks and transaction volumes.
