Dubai Municipality has revised Al Satwa’s planning framework, giving landowners new redevelopment options while tying the scale of development to plot characteristics and approval requirements. WAM reported the update on 1 November 2026.

What the revised framework permits

Internal-road plots can accommodate a ground floor plus two residential floors. External-road plots may combine commercial ground-floor space with two or three residential floors, according to location and planning conditions.

For qualifying sites of at least 1,000 square metres, including consolidated plots, the framework allows additional potential up to ground plus eight residential floors and a floor-area ratio of 3.5. Incorporating intervening access lanes remains subject to approved procedures. These are conditional planning options, not automatic building permissions for every owner.

CYUAE analysis: the opportunity lies in the usable site

For an owner considering redevelopment, the first useful calculation is a site-specific feasibility assessment. A higher permitted envelope can change potential floor space, but it does not establish the amount that can actually be built, financed, leased or sold profitably.

Before attaching a redevelopment premium to land, an investor should ask an architect or planning specialist to reconcile plot boundaries, access, setbacks, circulation and service requirements. A consolidation proposal also needs a practical explanation of how the interests of different owners would be assembled. A drawing that assumes every neighbouring plot can be acquired is a scenario, not an executable project.

The same discipline applies to valuation. Potential additional space must be considered against acquisition costs, development expenditure, financing, construction time and the income lost during redevelopment. Those are questions for the project’s own evidence; this announcement supplies no return forecast.

What owners should verify next

Obtain the current planning information for the actual plot and confirm the applicable approval route before commissioning a detailed commercial model. Ask which conditions apply to the road frontage and whether any consolidation arrangement is formally acceptable.

For prospective tenants and buyers, the useful next question is whether an advertised future building has the approvals needed for the stage being marketed. The planning update creates options; a particular project still needs its own documentation.
