A missing salary creates two problems at once: a household cash shortage and an employment record that needs to be explained. The employee needs to establish what was owed, for which period, what actually arrived and what action is being requested. The employer needs to distinguish a bank-processing issue, an inaccurate payroll record and an unresolved wage obligation. Treating every discrepancy as an informal conversation makes all three harder to resolve.

This guide concerns wages and the evidence behind a complaint in the UAE private-sector framework. It is separate from a final-settlement calculation, a resignation guide or a promise about an individual dispute. Sources were checked on 2 November 2026. The practical record-keeping methods below are CYUAE analysis, not additional filing requirements invented for the employee.

Start with the current WPS framework

The UAE Government portal currently identifies Ministerial Resolution 340 of 2026 as the governing Wages Protection System reference. It says wages for the preceding month are due on the first day of the Gregorian month and directs workers with unpaid or delayed wages to MOHRE. This matters because older online explanations still reproduce the enforcement timetable under the 2022 resolution. A worker should not treat an old article's waiting period as a reason to postpone asking MOHRE which procedure applies. [1]

WPS administration and the employee's complete contractual entitlement are different questions. A compliance measure used to monitor a payroll file does not, by itself, settle a dispute over what a particular person was entitled to receive. Ask about the actual contract, the wage period and the amount in issue rather than interpreting a monitoring percentage as permission to withhold part of a salary.

Identify the responsible employment system

Find the employer's legal name, the work-permit or employment reference and the authority responsible for the relationship. Living in Dubai does not prove which employment regime applies. The place of residence, office location and issuing authority should not be treated as interchangeable.

For a MOHRE-regulated relationship, the ministry's published complaint guidance identifies its website, UAE mobile application and Labour Claims and Advisory Call Centre, 80084, as complaint channels. The general government dispute guidance explains that complaints are examined for resolution or further referral. This article does not infer a guaranteed outcome or court deadline from a short service description. [2][3]

If the relationship involves another authority, ask for the correct route before filing under an assumed category. Preserve the answer and any reference supplied. A complaint sent to the wrong channel can create activity without moving the underlying issue forward.

Build a month-by-month wage ledger

A useful ledger contains one row for each wage period. Record the contractual amount expected, the date due under the applicable framework, each receipt, any explained deduction and the remaining difference. Keep supporting documents beside the ledger, rather than replacing evidence with the spreadsheet itself.

Record What to capture Why it helps
Employment document Employer, wage terms and effective dates Establishes the starting position
Payroll statement Wage period, components and deductions Shows the employer's calculation
Account receipt Amount, value date and payment reference Establishes what arrived
Correspondence Question, response and promised action Preserves the explanation
Outstanding balance Arithmetic tied to the above records Makes the requested correction clear

Do not mix two different months into a single label such as “salary pending”. If part of a payment arrives, enter that receipt and retain the balance. A changing verbal estimate is difficult to investigate; a reconciled record is easier to follow.

A worked example: a split receipt

Consider a hypothetical employee whose agreed monthly wage is AED8,000. The worker receives AED5,000 against one wage period and later AED1,500 carrying a payroll reference. Subject to checking that both receipts relate to that period, the arithmetic difference is AED1,500. It is not AED3,000 simply because the first payment was short, and it is not zero simply because a second transfer occurred.

The next question is whether the employer identifies a deduction, adjustment or different allocation. The worker should request the explanation and supporting calculation. A ledger can show that a deduction has been asserted without accepting that it is legally justified. Keep those two issues separate.

The example illustrates reconciliation only. It does not determine whether a particular deduction is lawful, what an authority will award or which enforcement measure applies. Those questions require the relevant facts and the competent authority's assessment.

Ask for a precise correction

A concise written query is more useful than a broad accusation. Identify the wage period, amount expected, receipts recorded and balance you cannot reconcile. Ask whether the employer disputes the figures, how any deduction was calculated and when the issue will be corrected.

Use factual language. “My record shows AED6,500 received against the October wage period; please explain the remaining AED1,500” is easier to investigate than “nothing has ever been paid correctly”. The first statement can be tested against documents. The second may conceal several different issues.

Keep the original records in a secure place you can access legitimately. Do not take unrelated employer information or another employee's personal records to strengthen your file. A strong claim is specific to the evidence needed, not the volume of material collected.

Prepare the complaint file

Create a short chronology, a wage ledger and a clear list of supporting documents. State the remedy being sought: payment of a stated balance, correction of an allocation or clarification of a deduction. If several amounts remain disputed, show them separately.

MOHRE's guidance provides the route for registering a complaint. The employee should follow the live service instructions for identity verification, documents and status tracking. Do not assume that the same person can maintain overlapping applications under every service label. Ask how an existing complaint or court matter affects the next step. [2]

Retain the submitted version, acknowledgement and reference number. Record follow-up requests and the date each was answered. If the employer later pays, update the ledger and tell the responsible channel what has changed rather than leaving the original outstanding figure uncorrected.

Keep wages separate from other employment decisions

A wage complaint does not automatically answer whether an employee may stop attending, change employer or begin a different job. Those are separate decisions with their own procedures. Obtain guidance about the actual situation instead of interpreting a payment problem as a general permission to ignore other obligations.

Likewise, an end-of-service reconciliation should distinguish ordinary unpaid wages from leave, gratuity or other items. Combining everything into one total can obscure which elements are agreed and which remain contested. A payment described as a settlement should be matched against the individual components it is intended to cover.

For the household, create a temporary cash plan using money actually available. A promised payment date can be recorded as an expectation, but should not be treated as cash already received. Prioritise commitments with real deadlines and explain the position to relevant providers through their proper channels.

Questions workers commonly ask

Does a payment screenshot prove the salary was received?

It may be relevant evidence of an instruction or transfer. Reconcile it with the receiving account, reference and value date. If records conflict, preserve both and ask the employer and payment provider to clarify the transaction.

Should I wait until several months are unpaid?

Do not build an informal waiting rule from an old web article. Ask MOHRE about the current route when a payment concern arises, and keep the dates and facts clear. The suitable procedure depends on the relationship and circumstances.

What if the employer corrects the balance after submission?

Record the receipt, identify the period it covers and notify the channel handling the matter. An accurate file must reflect both the original problem and any later correction.

Can my colleague's case establish my entitlement?

It can alert you to a question, but your contract, wage period, receipts and deductions still need their own examination. Similar employment situations are not identical evidence files.
